Cannot insert data to MySQL Server - error 111

When I try to insert data in my server I get the following error:
Warning: mysql_connect() [function.mysql-connect]: Can't connect to MySQL

Could not connect: Can't connect to MySQL server on

It works fine on my localhost. I am using php and mysql.

I have spent the last two hours trying everything from trying to edit
my.cnf and what not. Pleaaase help
